Working title. The project is not approved or funded; all data is preliminary and subject to technical validation.
01 Context
Why here
15 Șoseaua Brăilei, Buzău, Romania: a private industrial site on a former factory platform, close to the A7 motorway and the TEN-T network.
A high-power charging hub needs, above all, available electrical capacity and room for heavy vehicles. Here, the main asset is not the land, but the existing energy infrastructure and the position.

- Site · no. 15
Șoseaua Brăilei nr. 15, Buzău
Approximate coordinates: 45.135246, 26.857987
- A7 and TEN-TClose to the A7 motorway and the TEN-T network, with access from national road DN2B / Șoseaua Brăilei.
- Growing electric mobilityDemand for fast charging grows with the electric vehicle fleet.
- Few sites for trucksHigh-power charging for electric trucks is at an early stage; dedicated sites are still rare.
- Scalable infrastructureProjects of this kind need power that can grow in stages, not just parking space.
02 Asset
What is already on site
An existing industrial substation next to the 110 kV line. It is old and requires modernisation, but it shows the power level the site has been served with.
- existing
- owned by the distribution operator
- concept
- to be verified
Ten advantages, in brief
- Existing high-power energy infrastructure
- A history of 6 MW approved power
- The 110 kV line in the immediate vicinity
- 110/6 kV transformers of 16 MVA and 25 MVA on site
- Industrial land available
- Existing concrete platform, which reduces site preparation costs
- Truck access
- Good position relative to the A7 / TEN-T
- Potential for an integrated EV + PV + BESS project
- Can be developed in stages
03 Concept
An integrated hub: charging, generation, storage
The proposed direction is a regional ultra-fast charging hub, also supplied from on-site generation, with storage. The components are sized together, following the technical analysis.
- EV ultra-fast chargingFor electric cars and light commercial vehicles.
- e-truck chargingHeavy-duty infrastructure for electric trucks.
- On-site PVA photovoltaic plant or solar canopies, supplying the charging infrastructure.
- Industrial BESSBattery storage for peak shaving and for integrating renewable energy.
- Grid infrastructureModernisation of the installations the hub needs to operate.
- Microgrid and servicesA possible local microgrid and, later, energy services.
Possible scaling, subject to technical validation: green industrial park, flexibility services, aggregation, edge / data centre or other large energy consumers.
04 Stages
A scalable concept, in stages
- Phase 1Charging hub and initial electrical infrastructure
- Phase 2PV, BESS and extension of the charging stations
- Phase 3Regional energy hub: microgrid and services
Indicative size
Indicative ranges, not firm figures. Actual sizing results from the technical analysis.
05 Funding
e-Mobility RO, through the Modernisation Fund
The e-Mobility RO state aid scheme, run by the Romanian Ministry of Transport and Infrastructure, funds charging infrastructure on the network of motorways, expressways and national roads. Sub-measure 2 covers integrated projects.
- Integrated projectSub-measure 2 requires charging infrastructure, on-site renewable electricity generation and storage together.art. 11 (2) and (3)
- EUR 30 million at mostThe state aid requested may not exceed EUR 30,000,000 per beneficiary.art. 16 (1)
- Aid intensity of up to 100%The maximum intensity is 100% of eligible costs. VAT is not eligible.art. 16 (3), art. 18 (3)
- At most +40% generationInstalled renewable capacity may exceed the nominal maximum useful power of the charging infrastructure by at most 40%.art. 18 (2) b)
- Storage sized as part of the wholeStorage must absorb, each year, at least 75% of the electricity produced by the directly connected renewable installation.art. 11 (3)
- Grid connection and user installationWorks for the connection installation and for the user installation are eligible costs.art. 18 (2) a)
Selection is competitive: scoring depends on the aid requested per installed kW and, for the renewable component, per installed MW. The project has to be optimised for EUR/kW and EUR/MW.
According to a preliminary assessment by the consultant, the site qualifies under e-Mobility RO through its position relative to DN2B / Șoseaua Brăilei and the A7 / TEN-T. Final eligibility depends on the applicant’s guide, scoring, budget and the technical analysis. Grid reinforcement works upstream of the connection point may be ineligible.

Checked on 13 October 2026. Informative summary, not advice: the current version of the scheme and the applicant’s guide prevail.
06 Validation
What needs to be validated
We state openly what is not yet established. Each item is to be clarified through technical analysis, before any investment decision.
- Actual available powerto validate
- A new ATRbased on a grid connection studyto validate
- The delimitation pointbetween the distribution operator’s installations and those of the projectto validate
- The backup supplymentioned in the 2011 ATRto validate
- Eligible and ineligible worksto validate
- PV / BESS configurationto validate
- Cash flow and VATto validate
- Legal and investment structureto validate
What is already known: the substation is old and requires modernisation; the 25 MVA and 16 MVA transformers belong to the distribution operator, not to the site owner; the existing ATR dates from 2011 and has to be updated.
07 Partnership
Partnership models
We are open to several forms of cooperation and negotiate them with each partner. A project of EUR 10–20 million will probably require a strategic partner, an investor or an energy operator.
- Joint venture
- Special purpose vehicle (SPV)
- Strategic investor
- EPC + EV charging operator
- Lease, concession or long-term operating agreement
- Co-development
We address investors, energy developers, EV infrastructure operators, EPC companies, infrastructure funds and strategic partners.
08 Why now
Why now
- The A7 is developingThe A7 motorway is under development, on a corridor of the TEN-T network.
- Electric trucks are comingFuture charging demand for trucks needs high-power sites.
- Funding is availableThere are active funding programmes for charging infrastructure.
- Power is the scarce resourceSites with energy infrastructure already in place start with an advantage.
